CHAPTER 140
An Act to authorize a referendum in any city having power to adopt regu-
lations or ordinances requiring that dogs be kept on leash or otherwise
restrained, on the question whether any such ordinance so adopted
shall become effective in such city. rH 86)

Be it enacted by the General Assembly of Virginia:
§ 1. The governing body of any city, having the power to adopt
regulations or ordinances requiring that dogs within the confines of any
such city be kept on leash or otherwise restrained, may by resolution di-
rected to the circuit or corporation court of such city request the judge of
any such court to order a referendum as to whether any such ordinance
so adopted shall become effective in the city. Such referendum shall be
held and conducted and the results thereof ascertained and certified in
accordance with § 24-141 of the Code or applicable charter provisions
otherwise providing for special elections and referendums for such city.
The court shall require such governing body to give appropriate notice of
the time, place and subject matter of such referendum.
The results of such referendum shall not be binding upon the
governing body of any such city but may be used in ascertaining the sense
of the voters.
