An Act to amend and reenact § 22-277, as amended, of the Code of Vir-
ginia, relating to when it shall be unlawful to collect tolls for the use
of roads, highways and bridges in the State so as to except from its
provisions certain projects.

Be it enacted by the General Assembly of Virginia:
1. That § 22-277, as amended, of the Code of Virginia, be amended and
reenacted as follows:
__§ 22-277. It shall be unlawful for any county, road district, munici-
pality, corporation, public or private, or any person to collect toll for the
use of any of the roads or highways or bridges in this State, except those
financed under the State Revenue Bond Act or other act authorizing the
construction by the State or a political subdivision thereof of projects fi-
nanced by the issuance of bonds payable solely from tolls and other reven-
ues of the project by any pedestrian or any horse or horse-drawn vehicle, or
motor vehicle, when such pedestrian is a pupil using the facilities for daily
use in going to or returning from immediate attendance upon any school,
college or educational institution in this State, or when such horse is being
ridden by, or such vehicle is carrying any pupil, student or other person
using the facilities daily for going to or from immediate attendance upon
any school, college, or other educational institution in this State, or classes
in water safety training conducted under the auspices of the American
Red Cross.
Any such pupil, student, or other person, or the parent or guardian of
any such pupil or student may apply for and receive from the principal
of any school, college, or other educational institution in this State, a card
certifying that any child or person is a pupil, student or other person
using such facilities daily for regularly attending such school, college or
other educational institution, or classes, and such card exhibited to the
keeper, or person in charge of any tollgate on any highway or bridge in
this State shall be accepted in lieu of all charges for the passage through
such tollgate of any such pupil or any horse ridden by, or any horse-
drawn or motor-driven vehicle carrying any such pupil or student using the
facilities daily for going to or from immediate attendance upon any such
school, college or other educational institution, or classes.
Any person using any such card, except for the purpose herein
specified, shall be guilty of a misdemeanor, and upon conviction thereof,
shall be fined not less than five nor more than fifty dollars.
