An Act to amend and reenact § 4-85 of the Code of Virginia, relating to
tmportation of alcoholic beverages under customs bonds; holding the
same in warehouses; and providing for release of such beverages.

Be it enacted by the General Assembly of Virginia:
Pi That § 4-85 of the Code of Virginia be amended and reenacted as
ollows:
§ 4-85. (a) Alcoholic beverages may be imported into Virginia
under United States customs bonds, and be held in Virginia in United
States customs bonded warehouses; and alcoholic beverages may be re-
moved from any such warehouse, wherever situated, to such a warehouse
located in Virginia and be held in Virginia.
(b) Such alcoholic beverages so imported or removed to such ware-
houses in Virginia, shall be released from customs bonds in Virginia only
on permits issued by the Board for delivery to the Board, or to other
persons entitled to receive the same in Virginia, or to ships actually
engaged in foreign trade or trade between the Atlantic and Pacific ports
of the United States or trade between the United States and any of its
possessions outside of the several states and the District of Columbia,
or for shipment outside of the State, or for the official use of persons who
are on duty in the United States as members of the armed forces of any
foreign country, or for the personal use of any such person or of any mem-
ber of his immediate family, authorized by Federal laws and regulations
to receive the same free of customs duties and Internal Revenue tazes.
(c) Persons licensed as customs brokers, and holding a wholesale or
retail license issued by the Board, are authorized to make sales and deliv-
eries, in such reasonable quantities as the Board may determine, of alco-
holic beverages held in customs bond to foreign armed forces personnel as
provided in Paragraph (b) of this section. Permits issued by the Board
for release of and delivery of such alcoholic beverages to such persons shall
also cover the transportation of such imported alcoholic beverages, either
by such customs broker, or by the purchaser from such broker, from
customs bonded warehouses to the place of duty or residence of such
authorized persons. . ;
(d) The Board shall have the power to make such regulations as it
deems expedient or necessary for the purpose of carrying out the provi-
sions of this section, and to insure that such alcoholic beverages shall be
handled only in * the manner provided by law.
