CHAPTER 333
AN ACT to amend and reenact §§ 24-8 as amended, 24-11, 24-12 as amended,
and 24-14 as amended, of the Code of Virginia, relating, respectively,
to congressional districts, when members of the House of Delegates
elected, apportionment of such members and State senatorial districts.
Be it enacted by the General Assembly of Virginia:
1. That §§ 24-3 as amended, 24-11, 24-12 as amended, and 24-14 as
amended, of the Code of Virginia be amended and reenacted as follows:
__§ 24-3. The cities of Newport News, Hampton, Virginia Beach and
Williamsburg and the counties of Accomack, King and Queen, * Essex,
Charles City, James City, Gloucester, Mathews, Middlesex, New Kent,
Northampton, Princess Anne, * and York shall constitute the first Con-
gressional district.
The cities of Norfolk, South Norfolk, and Portsmouth and the county
of Norfolk shall constitute the second Congressional district.
The cities of Colonial Heights and Richmond and the counties of
Chesterfield and Henrico shall constitute the third Congressional district.
The cities of Petersburg, Suffolk and Hopewell and the counties of
Amelia, Appomattox, Brunswick, Buckingham, Cumberland, Dinwiddie,
Greensville, Isle of Wight, Lunenburg, Mecklenburg, Nansemond, Notto-
way, Powhatan, Prince Edward, Prince George, Southampton, Surry and
Sussex shall constitute the fourth Congressional district.
The cities of Danville, Martinsville and Galax and the counties of
Pittsylvania, Henry, Franklin, Patrick, Carroll, Grayson, Halifax, Char-
lotte and Wythe shall constitute the fifth Congressional district.
The cities of Roanoke, Lynchburg, Radford, Clifton Forge and Coving-
ton, and the counties of Campbell, Bedford, Roanoke, Montgomery, Floyd,
Sram Bulelouny and Alleghany shall constitute the sixth Congressional
istrict.
The cities of Harrisonburg, Waynesboro, Winchester, Staunton and
Buena Vista, and the counties of Clarke, Frederick, Rappahannock, Page,
Rockingham, Shenandoah, Warren, Amherst, Augusta, Bath, Highland,
pees Nelson and Rockbridge shall constitute the seventh Congressional
istrict.
The cities of Charlottesville and Fredericksburg and the counties of
Albemarle, Caroline, Fauquier, Fluvanna, Goochland, Greene, Westmore-
land, Lancaster, Richmond, Northumberland, Hanover, King George,
Loudoun, Louisa, Orange, Prince William, Spotsylvania, Culpeper, King
William and Stafford shall constitute the eighth Congressional district.
The cities of Bristol and Norton and the counties of Lee, Scott, Wise,
Dickenson, Buchanan, Russell, Washington, Smyth, Pulaski, Giles, Bland
and Tazewell shall constitute the ninth Congressional district.
The cities of Alexandria and Falls Church and the counties of Arling-
ton and Fairfax shall constitute the tenth Congressional district.
§ 24-11. The members of the House of Delegates shall be elected on
the Tuesday succeeding the first Monday in November, nineteen hundred
and forty-nine, and biennially thereafter on the Tuesday succeeding the
first Monday in November for a term of two years to begin on the second
Wednesday in January succeeding their election.
§ 24-12. Members of the House of Delegates shall be distributed and
apportioned, and each county, city and combination is entitled to repre-
a aa in the House of Delegates by a delegate, or by delegates, as
ollows:
First.—Accomack, one.
Second.—Accomack and Northampton, one.
Third.—Albemarle and Greene, one.
Fourth.—Charlottesville, one.
Fifth.—Alexandria, one.
Sixth.—Alleghany, Covington and Clifton Forge, one.
Seventh.—Amelia, Powhatan and Nottoway, one.
Eighth—Amherst and Lynchburg, one.
Ninth.—Arlington, three.

Newport News which constituted the former cities of Newport
