CHAPTER 181
An Act authorizing and empowering the Governor to convey, subject to
certain terms and conditions, submerged lands in Hampton Roads to
the city of Newport News. [H 475]

Whereas, it is the desire of the city of Newport News to develop a
port and industrial area in Hampton Roads at the mouth of the James
River by bulkheading and land filling between its riparian lands and the
Newport News Bar, title to which is vested in the Commonwealth of
Virginia; now, therefore,
Be it enacted by the General Assembly of Virginia:
1. § 1. That the Governor of Virginia is hereby authorized and empow-
ered to execute in the name of the Commonwealth a deed conveying to the
city of Newport News, subject to such terms and conditions as he may
deem desirable, for use in the development of such port and industrial
area, such rights, title and interests as the Commonwealth of Virginia may
have in that certain piece, parcel or tract of submerged land, described
as follows: :
Beginning at the low water mark of Hampton Roads and the east
property line of the Central Land Company’s addition to Newport News,
Virginia, thence south along the east property line of the Central Land
Company’s addition to Newport News, Virginia, if extended S. 41° 30’ E.
4500 feet to a point, thence west and parallel to the north edge of the New-
port News Channel S. 84° 00’ 13” W. 4750 feet to its intersection with the
west property line of Jefferson Avenue if extended, thence north along
the west property line of Jefferson Avenue if extended N. 11° 08’ E. 1400
feet to the bulkhead line of Hampton Roads, thence meandering with the
Low water mark of Hampton Roads in an easterly direction to the point

rovided, however, that the conveyance authorized by this act shall
be made subject to the rights of lessees of such public oyster-planting
grounds as may be included in the lands which may be conveyed and also
subject to all rights, easements or other interests of any private persons,
firms or corporations in such lands.
