An Act to amend and reenact §§ 15-666.2 and 15-666.8 of the Code of
Virginia, which were enacted by Chapter 814 of the Acts of Assembly
of 1954, approved March 17, 1954, defining “bonds” and relating to
when proceedings to determine the validity of bond issues may be
brought.

Be it enacted by the General Assembly of Virginia:
1. That §§ 15-666.2 and 15-666.8 of the Code of Virginia, which were
enacted by Chapter 314 of the Acts of Assembly of 1954, approved March
17, 1954, be amended and reenacted as follows:
§ 15-666.2. The term “bonds” shall mean bonds, interim certificates
or other obligations issued or to be issued by any political subdivision,
including school boards.
§ 15-666.3. No action shall lie nor proceeding be brought to contest
the validity of any such bonds unless the same be brought within twenty-
one days next after the final passage of the resolution or publication of
the ordinance of the governing body authorizing such bond issue and
fixing the form and details thereof; provided, however, that the govern-
ing body of any political subdivision’ or any school board may bring a
proceeding under this act to determine the validity of any bonds which
other sections relating thereto for forfeiture proceedings by the Common-
w
e. The City is hereby authorized to acquire by condemnation pro-
ceedings land, buildings, structures, and personal property or any interest,
right, easement or estate therein, of any person or corporation, whenever
tn the opinion of the council a public necessity exists therefor, which shall
be expressed in the resolution or ordinance directing such acquisition.
As to property located within the City limits and desired for street, sewer
or drainage purposes, the City shall have the same powers as to condemna-
tion as are provided in Title 25 of the Code of Virginia and as are conferred
on the State Highway Commission under Article 5 of Chapter 1 of Title 33
of the Code; provided, that in case of any property owned by a corporation
having the powers of eminent domain, the provisions of § 25-283 shall be
complied with.
2. An emergency exists and this act is in force from its passage.
