An Act to amend and reenact §§, 3-648, 8-659, 8-660 and $-661 of the Code
of Virginia, relating to sanitation of slaughterhouses and simtlar
establishments, licenses required and powers of Commissioner of
Agriculture with respect thereto.

Be it enacted by the General Assembly of Virginia:
1. That §§ 3-648, 3-659, 3-660 and 3-661 of the Code of Virginia be
amended and reenacted as follows:
§$ 3-648. The rules, regulations and standards set forth in the follow-
ing eleven sections are established for the sanitation of slaughterhouses,
abattoirs, packing houses, sausage factories, rendering plants or other
places where animals or poultry are slaughtered for sale for human food
or where animal or poultry darcasses, or parts thereof, are prepared for
human food.
§ 3-659. The offal from the slaughter of animals or poultry shall not
be fed, unless it be first subjected to proper tankage; and every slaughter-
house or abattoir shall be equipped with adequate facilities for the tankage
of the offal incident to the slaughter of animals or poultry, and all the
gross offal except the casings resulting from the slaughter of animals or
poultry shall be tanked. ‘
§ 3-660. No person, firm or corporation shall operate or conduct
any slaughterhouse, abattoir, packing house, sausage factory, rendering
plant or place where animals or poultry are slaughtered for sale for human
food, or where animal or poultry carcasses, or parts thereof, are prepared
for human food, unless a license, for which no charge shall be made, has
first been issued by the Commissioner to the owner, operator or manager
of such establishment, authorizing such person, firm or corporation to
operate and conduct a slaughterhouse, abattoir, packing house, sausage
factory, rendering plant or other similar business, and no person shall
conduct or operate any such establishment or business after the revocation
of such license, nor slaughter animals or poultry for sale for food in any

pines ction than in a slaughterhouse which is licensed as provided in
; § 3-661. The Commissioner is authorized and empowered to cause
inspection to be made of every building, premises or place in or upon
which animals or poultry are slaughtered for human food, or animal or
poultry carcasses; or parts thereof, are prepared for human food and to
grant license for the operation of the same whenever, in the judgment of
the Commissioner, the business conducted in or upon the building, prem-
ises or place is managed in a sanitary manner, and in accordance with the
requirements of the law and of the rules and regulations provided in §§
3-648 to 3-659 and of such rules and regulations as may be adopted as
provided in § 8-665, and, whenever, in his judgment, such building, prem-
ises or place, and the surroundings, are suitable for the proper sanitary
operation of a slaughterhouse, abattoir, or other similar business.
