CHAPTER 584
An Act to amend the Code of Virginia by adding § 55-167.1, so as to pro-
vide that the furnishing of advice and services for compensation in
connection with certain debt pooling plans shall be deemed practicing
law, and making any person not a member of the Virginia State Bar
who furnishes or offers to furnish such advice or services guilty of
a misdemeanor.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding § 55-167.1 as
follows:
§ 55-167.1. The furnishing of advice or services for compensation
to a debtor in connection with a debt pooling plan pursuant to which the
debtor deposits funds for the purpose of distributing them among his
creditors shall be deemed to be the practice of law. Any person who fur-
nishes or offers to furnish such advice or services shall be guilty of a
misdemeanor; provided, however, that the foregoing shall not apply to a
member of the Virginia State Bar when such services are furnished pur-
suant to the practice of law.
