AN ACT for the relief of Clinton T. Barns

Whereas, Clinton T. Barns was employed on a part-time basis by the
State Department of Agriculture and Immigration as a livestock grader
and was compensated on a per diem basis and mileage; and
Whereas, Clinton T. Barns had been directed by his superiors to attend

a meeting at Tazewell and in connection therewith to consult with the
county agent of Tazewell County; and
Whereas, Clinton T. Barns drove from his home to Tazewell, parked
across the street from the office of the county agent and stepped out of
his car whereupon he felt a sharp, quick pain in his back, which occurred
as he straightened from leaning across the car to lock the opposite door,
as a result he became disabled for a period of time for which Workmen’s
Compensation was denied; and
Whereas, it is proper that Clinton T. Barns be compensated for the
special damages he has incurred as a result of the accident above referred
to; now, therefore,
Be it enacted by the General Assembly of Virginia:
There is hereby appropriated from the general funds of the State
Treasury the sum of three hundred dollars to be paid Clinton T. Barns
upon the execution by him of a release of all claims against the Common-
wealth, such payment to be made by the State Treasurer on warrants of
the Comptroller issued on vouchers drawn by the Department of Agri-
culture and Immigration.
