An Act to amend the Code of Virginia by adding thereto a section num-
bered 15-18.1, relating to associations of several political subdivisions
and to declare such associations to be instrumentalities thereoh- 304]

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding thereto a section
numbered 15-13.1 as follows: .
§ 15-13.1. The governing bodies of two or more of the political sub-
divisions of the State may, in their discretion, and in addition to powers
prescribed in § 15-13, form and maintain associations for the purposes
of promoting, through investigation, discussion and cooperative effort, the
interest and welfare of the several political subdivisions of the State of
Virginia, and to promote a closer relation between the several political
subdivisions of the State. Any such associations so formed shall be an
instrumentality of the political subdivisions which are members thereof.
The provisions of this section shall be applicable to any such asso-
ciations created prior to and in existence on the effective date of this
section.
