Be it enacted by the General Assembly of Virginia:

a That § 22-12 of the Code of Virginia be amended and reenacted as
ollows:

§ 22-12. The first appointment under this section shall be one member
for one year, two members for two years, two members for three years and
two members for four years and thereafter all appointments shall be made
for a term of four years, except appointments to fill vacancies, which shall
be for the unexpired terms. No member of the Board reappointed during
the calendar year nineteen hundred fifty-six after having served a full term
shall be eligible to succeed himself, and no member shall hereafter be
appointed more than once to succeed himself; provided, that in determining
eligibility for appointment, an appointment heretofore or hereafter made to
fill a vacancy shall not be considered.
