An Act to amend and reenact § 32-9 of the Code of Virginia, relating to
regulation of garbage, sewage or refuse disposal by the State Board of
Health, so as to extend that regulation. P

Be it enacted by the General Assembly of Virginia:
i That § 32-9 of the Code of Virginia be amended and reenacted as
ollows:
§ 32-9. The Board may regulate the method of disposition of garbage
or sewage and any other refuse matter in or near any incorporated town,
city, or unincorporated town or village of this State. The Board is au-
thorized and directed through joint studies with authorized representatives
of common carriers, to consider control devices and to investigate possible
devices where none exists to control the discharge of human waste from
common carriers.
An Act to validate all bonds issued for school purposes in certain counties.

Be.it enacted by the General Assembly of Virginia:
1. All elections heretofore held in counties to provide for the issuance of
bonds, for the purpose of building, rebuilding, expanding or otherwise per-
manently i improving the school buildings of the county or for original equip-
ment therefor, are hereby validated, ratified, approved and confirmed, not-
withstanding the fact that the proceedings and ballots provided for the
issuance of bonds in amounts in excess of the amounts prescribed in the
petitions requesting the issuance of bonds and notwithstanding any defect
or irregularity in the authorization or issuance of such bonds, including,
but without limitation, any defect or irregularity in the calling or holding
of such elections, or in the petitions or resolutions presented to the circuit
court for the holding of such elections, or in any of the proceedings, or in
the order of the court ordering or confirming same, and any bonds issued
pursuant thereto, and all proceedings for the issuance and sale of any such
bonds are hereby validated, approved and confirmed, and such bonds are
hereby declared to be the valid and binding obligations of the county au-
thorizing the issuance of such bonds.
2. An emergency exists and this act is in force from its passage.
