An Act to amend and reenact § 8 of Chapter 254 of the Acts of Assembly
of 1895-96, approved February 7, 1896, which provided a charter for
the town of Saltville, Virginia, and which section relates to the powers
of the town council with respect to taxation and the creation of
indebtedness; and to repeal § 9 of said chapter, relating to limitations
of certain expenditures and indebtedness. 'H 208]

Be it enacted by the General Assembly of Virginia:
1. That § 8 of Chapter 254 of the Acts of Assembly of 1895-96, approved
February 7, 1896, be amended and reenacted as follows:
§ 8. For purposes of taxation the council shall have authority to
provide for the assessment of * every resident within the limits of the
said town of and above the age of twenty-one years except those pensioned
by the State of Virginia for military services, and of all property, real
or personal, within the said town, and of such other subjects as may at
the time be * subject. to local taxation.
The council shall have power to levy and collect annually a * town
capitation tax * not exceeding one dollar on * every such resident so
assessed, * to be applied to town purposes. The council shall have power
to levy a tax on all such property * and such other subjects, so assessed,
* for town purposes, including the purposes of the special school district
of said town, provided such levy shall not exceed in any one year one dollar
and fifty cents on * each one hundred dollars of the assessed value *.
* The council shall, within the limits prescribed by the Constitution and
general laws of Virginia, have power to create indebtedness and to
execute and deliver bonds, notes or other written evidences thereof, with-
out submitting the same to the qualified voters of said town, for the pur-
pose of erecting, altering or enlarging schoolhouses within said town.
. § 9 of Chapter 254 of the Acts of Assembly of 1895-96, approved
February 7, 1896, is repealed.
3. An emergency exists and this act is in force from its passage.
