CHAPTER 459
An Act to permit certain counties to enact ordinances prohibiting the
casting of certain things into certain waters, to provide punishment
for violations, and to provide for enforcement.

Be it enacted by the General Assembly of Virginia:
1. § 1. The governing body of any county having a population of not
less than forty-one thousand four hundred fifty nor more than forty-
two thousand, or any county having a population of not less than
forty-five thousand nor more than fifty-five thousand may by ordi-
nance prohibit, within the county, the casting of any dead animals,
garbage, trash, or refuse into rivers or their tributaries or into any river
or its tributaries specified in the ordinance. The ordinance shall provide
that persons convicted of violating the ordinance shall be punished by fine
of not less than ten dollars nor more than fifty dollars for each offense,
and shall provide that the sanitary engineer or engineers for the county,
as well as other officers charged with enforcement of the ordinances of
the county, shall enforce the provisions of any such ordinance.
