Be it enacted by the General Assembly of Virginia:

Aa That § 54-120 of the Code of Virginia be amended and reenacted, as
ollows:

§ 54-120. The Board shall meet * four times each year, once in Jan-
uary, April, July and * October, for the purpose of transacting such business
as may properly come before it. Special meetings may be held at such times
as the Board may provide in its by-laws. Notice of each meeting and the
time and place thereof shall be given to each member in such manner as the
by-laws may provide. Three members of the Board shall constitute a
quorum.
