An Act to amend the Code of Virginia by adding thereto sections num-
bered 15-16.4, 21-134.1 and 21-184.2, authorizing certain advances by
counties to sanitary districts, the reimbursement thereof, and the
expenditure of certain sanitary district funds, and validating certain
such expenditures.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding thereto sections
numbered 15-16.4, 21-134.1 and 21-134.2 as follows:
§ 15-16.4. The board of supervisors of any county in this State
may advance funds, not otherwise specifically allocated or obligated, from
the general fund to a sanitary district to assist the sanitary district to
initiate the project for which it was created.
21-134.1. Notwithstanding the provisions of § 21-132, the govern-
ing body shall direct the treasurer to reimburse the general fund of the
county from the proceeds of the bond issue or from any funds to the credit
of the sanitary district, not otherwise specifically allocated or obligated
to the extent that the county has made advances to the sanitary district
from such general fund to assist the district to effectuate the project for
which it was created.
§ 21-134.2. The advancement of any funds heretofore advanced from
the general fund by the board of supervisors of any county in this State
for the benefit of a sanitary district in effectuating a project lawful for
such sanitary district is hereby validated and confirmed.
2. An emergency exists and this act is in force from its passage.
