An Act to amend the Code of Virginia by adding a section numbered
46-418.1, relating to the revocation of motor vehicle operators’ and
chauffeurs’ licenses.

Be it enacted by the General Assembly of Virginia:
te age the Code of Virginia be amended by adding a section numbered
§ 46-418.1. The Commissioner, upon receipt of notice that any person
has been committed to, or has been admitted to an institution as an
inebriate, or an habitual user of drugs, shall forthwith revoke his license.
Such revocation shall be terminated by the Commissioner after the release
of the person from the institution, in the event the Commissioner is fur-
nished a statement executed by two members of the commission com-
mitting such person, or by the trial justice or police justice of the juris-
diction in which such person resides, that the person is sufficiently recov-
ered to operate a motor vehicle safely. If the twomembers of the Commis-
sion, or the trial justice or the police justice fail or refuse to execute said
statement; the person affected may appeal to the circuit court having juris-
diction. Provided, if such person shall thereafter return to an institution
for the care or treatment of inebriates or drug addicts the license shall
be forthwith revoked and not thereafter be reissued until such person is
adjudged competent by judicial order or decree, or discharged as cured
from an institution for the cure of inebriates or for the treatment of
habitual users of drugs.
The clerk of the court in which any such adjudication is made shall
forthwith send a certified copy or abstract thereof to the Commissioner.
Any person heretofore required to give proof of financial responsi-
bility by reason of his commitment to an institution as an inebriate, or
an habitual user of drugs, shall be relieved of such requirement as of
July one, nineteen hundred fifty-four.
