CHAPTER 1
INCORPORATION AND BOUNDARIES
§ 1.01. Incorporation.—The inhabitants of the territory comprised
within the limits of the city of Covington, as the same now are or may
hereafter be established by law, shall continue to be a body politic and
corporate under the name of the city of Covington and as such shall have
perpetual succession, may sue and be sued, contract and be contracted
with and may have a corporate seal which it may alter, renew or amend
at its pleasure.
§ 1.02. Boundaries.—The boundaries of the city shall be the bound-
aries of the Town of Covington, its predecessor, as described in § ] of
Chapter 467 of the Acts of the General Assembly of 1901-02, approved
April 2, 1902, as modified and enlarged by the decree of the Circuit
Court of Alleghany County, entered on October 1, 1951, in the annexation
proceedings styled Town of Covington v. County of Alleghany, Virginia,
which decree is recorded in the Clerk’s Office of the Circuit Court of
Alleghany County, Virginia, in Common Law Order Book 17 at pages
491, et seq.

1. § 1.01. The Town Corporate.—The inhabitants of the territory com-
prised within the present limits of the town of Christiansburg, as such
limitations are now or may be hereafter altered and established by law,
shall constitute and continue a body, politic and corporate, to be known and
designated as the town of Christiansburg, and as such shall have and may
exercise all powers which are now or hereafter may be conferred upon or
delegated to towns under the Constitution and laws of the Commonwealth
of Virginia, as fully and completely as though such powers were specifically
enumerated herein, and no enumeration of particular powers by this
charter shall be held to be exclusive, and shall have, exercise and enjoy all
the rights, immunities, powers and privileges and be subject to all the
duties and obligations now appertaining to and incumbent on the town as
a municipal corporation, and the town of Christiansburg, as such shall
have perpetual succession, may sue and be sued, implead and be impleaded,
contract and be contracted with, and may have a corporate seal which
it may alter, renew, or amend at its pleasure by proper ordinance.
§ 1.02. The Boundaries.—The present boundaries of the town are
as follows: Beginning at a point on the South West side of the old Turn-
pike road (Rt. 8) at W. J. Hall’s ice pond (standing about S. 45 degrees
W. 3690 feet from the centre of the front of the Montgomery County Court
House) and running thence S. 4634, degrees E. 743 feet to a point at the
corner of the lands of W. J. Hall and Sidney Sheltman (Highland Park);
thence S. 82 degrees E. 2400 feet to a large white oak near a large pond
in the lands of Sidney Sheltman (South of Cemetery); thence N. 5414
degrees E. 1881 feet to a point on the northeast side of the old Floyd pike;
(Pilot Rd. Rt. 615); thence N. 5714, degrees E. 2120 feet to a point on the
line of Miss Mary T. Craig’s Lands (Roy Harman’s Land’s) ; thence with
her line N. 19 degrees W. 1381 feet to a point on the Southside of the
macadamized road (Rt. 11); at the corner of Guy F. Ellett’s lot; thence
N. 58 degrees W. 87 feet (crossing the macadamized road) (Rt. 11) to a
point on the northside of the macadamized road (Rt. 11); thence with the
Kastside of the new street (Craig St.) N. 1 degree 1431 feet to a point on
the Southside of the old Turnpike road (Park St.); at the Northwest
corner of Frank Junkin’s lot; thence N. 63 degrees E. 458 feet (crossing
the old turnpike road (Park St.) obliquely) to a point; thence N. 1214
degrees W. 907 feet to a point on the Southwest side of the road leading
from Craigs Residence to the new Depot thence North 5414 degrees W. 792
feet (crossing the old depot road) (Lester St.) to an iron pipe in a lot
owned by Pink Henderson and corner to the corporation line of Cambria
thence with same N. 89 5/6 degrees W. 3400 feet (crossing High Street
obliquely and (E. Main St.) the depot end of Main Street of Christians-
burg, and crossing the Depot road, and crossing the Wade’s Mill road
obliquely) to an iron pipe on the North side of the Wade’s Mill road at
the corner of E. A. Myers lot; thence S. 4014 degrees W. 1716 feet (cross-
ing Wade’s Mill road and one prong of Crab Creek below Wade’s Mill Dam
and crossing the Old Latimer Mill road (Rt. 460) to a large black oak at
the corner of Ellis and Wade’s lands; thence S. 74 degrees W. 2805 feet to
& point on the North side of the macadamized road (Rt. 11) ; at the corner
of George Johnson’s lot; thence S. 82 degrees W. 470 feet (crossing the
macadamized road obliquely) (Rt. 11); to a point on the southside of the
same, at the corner of Wm. Haden’s lot; thence along his and others lines
S. 114, degrees W. 940 feet to a point at the corner of H. C. Gray’s lot, and
at a twenty foot wide alley; thence along the east side of the alley S. 36
degrees E. 672 feet to a point on the north side of the new road; (College
St.) ; thence S. 54 degrees E. 705 feet (crossing the new road (College St.) ;
and crossing the old Turnpike road) (Rt.8) to the beginning, shall consti-
tute the town of Christiansburg; containing 725 acres more or less.

or as the same may be hereinafter altered and establishd by law, shall
continue to be a body politic and corporate, to be known and designated
as the City of Galax, and as such shall have and may exercise all powers
which are now, or hereinafter may be conferred upon, or delegated to the
City under the Constitution and laws of the Commonwealth of Virginia, as
fully and as completely as though said powers were specifically enumerated
herein and no enumeration of particular powers by this charter shall be
held to be exclusive; and the City of Galax as such shall have perpetual
succession, may sue and be sued, contract and be contracted with, and
may have a corporate seal which it may alter, renew, or amend at its
pleasure. |
The administration and government of the said City shall be vested
in the Council of the City of Galax as hereinafter constituted, and in such
other boards and officers as are hereinafter mentioned, or may be by law
or the Council otherwise provided. And it shall consist of one ward until
such time as it may be subdivided into additional wards in the manner
prescribed by law.
All legal contracts and obligations of the Town of Galax heretofore
made, not inconsistent with this charter and the general laws and con-
stitution of the State, shall be and are hereby declared valid and legal
obligations of the City of Galax.
1.02. Boundaries.—The metes and bounds of said City as its limits
now are, are as follows, to wit:
BEGINNING at an iron stake in right of way line of State Highway
¢ 89 near north end of bridge over Chestnut Creek; thence N. 7-30 E. 675
feet with right of way line Highway ¢ 89 to an iron stake; thence N. 67-45
W. 2354 feet to an iron stake in A. C. Anderson’s land; thence S. 69-10 W.
4844 feet to an iron stake in a field on west side of Petty Road; thence
N. 25-45 W. 3168 feet to an iron stake in right of way line of Oldtown
Road; thence N. 37-15 E. 6716 feet to an iron stake near a hickory tree
in field of the W. F. Murphy estate; thence N. 57-20 E. 9214 feet to a
stake in field of the T. G. Vaughan estate; thence S. 9-20 E. 7328 feet to
an iron stake in Edd Spivey’s field; thence S. 41 W. 7372 feet to an iron
stake near bank of Chestnut Creek; thence S. 71-25 W. 257 feet to an iron
stake; thence 8S. 47-45 W. 207 feet to an iron stake; thence N. 67-15 W. 90
feet to an iron stake in right of way line of Highway + 89 the point of
beginning; all said lands lying in the counties of Carroll and Grayson.
