CHAPTER 29
An Act to amend and reenact § 1 of Chapter 17 of the Acts of Assembly
of 1947, approved January 29, 1947, which chapter was continued in
force by § 58-769 of the Code of Virginia and which provides for the
annual general reassessment of real estate and equalization of assess-
ments in certain cities and matters relating thereto so as to confer
like powers upon certain other cities; and to validate, ratify and
confirm certain acts performed under the authority of such act.

Be it enacted by the General Assembly of Virginia:
1. That § 1 of Chapter 17 of the Acts of Assembly of 1947, approved
January 29, 1947, which chapter was continued in force by § 58-769 of
the Code of Virginia, be amended and reenacted as follows:
§ 1. The council or other governing body (hereinafter referred to
as “council’) of any city in the State containing not less than thirty-five
thousand nor more than * forty thousand inhabitants according to the
last preceding United States census, may, in its discretion, in lieu of the
means and methods now prescribed by law, provide by ordinance for the
annual assessment and reassessment and equalization of assessments of
real estate for local taxation, and to that end may establish in such city
a city real estate assessment office and elect as assessor or assessors one
or more persons whose duty it shall be to assess and reassess for taxation
the real estate within any such city, to equalize such assessments, and to
discharge such other duties in connection therewith as the council shall
prescribe.
2. All assessments, reassessments, equalizations of assessments, and
other acts performed under the authority of this chapter are validated,
ratified and confirmed provided vested rights have not accrued.
3. An emergency exists and this act is in force from its passage.
