CHAPTER 689
An Act for the relief of Mrs. Rosa Crawley Richardson.
[H 820]
Approved April 4, 1952
Whereas, on the 18th day of February, 1952, James Richardson of
Danville, Virginia, convict No. 53397, was being kept and worked at State
Convict Road Camp No. 7 near White Post, Virginia; and
Whereas, on the morning of February 18th, 1952, James Richardson
was working under the direction and supervision of agents and servants
of the State, loading rock from a stock pile when a large boulder, weighing
approximately two tons, situated at the top of the pile became dislodged
and rolled down on him causing his instant death; and
Whereas, Mrs. Rosa Crawley Richardson, mother of James Richard-
son, sustained a grievous loss in the death of her son and was required to
expend three hundred dollars for his burial as a result of the negligence
of those in charge of the care and safety of convicts working on the road
force, for which there is no method for compensating her for her loss,
as the State Convict Road Force is an agency of the State; now, therefore,
Be it enacted by the General Assembly of Virginia:
1. There is hereby appropriated from the funds in the State treasury
set aside for the work of the State Convict Road Force, the sum of three
hundred dollars as compensation for the loss which Mrs. Rosa Crawley
Richardson has sustained, to be paid Mrs. Rosa Crawley Richardson on
warrant of the Comptroller drawn on the State Treasurer as provided by
aw.
Simultaneously with the payment of the sum of three hundred
dollars, Mrs. Rosa Crawley Richardson shall execute and deliver a com-
plete, absolute and full release to the Commonwealth of Virginia.
