CHAPTER 440
An Act to amend the Code of Virginia by adding a section numbered
§ 15-551.11.1 authorizing and empowering the governing bodies of
certain counties to appoint executive secretaries under certain circum-
stances.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding a section numbered
§ 15-551.11.1 as follows:
§ 15-551.11.1. The governing body of every county having a popula-
tion of more than forty-two thousand but not more than forty-three thou-
sand which adjoins a city having a population of more than two hundred
thousand but not more than two hundred twenty thousand and adjoins a
county having a population of more than ninety thousand is authorized to
appoint an executive secretary to such governing body and such appoint-
ment shall be evidenced of record by a resolution: of such governing body.
Such person so appointed may be any person the governing body
deems proper, the provisions of § 15-551.2 to the contrary notwithstanding.
Every such governing body which shall appoint an executive secretary
shall be authorized, but not required to, empower and require the execu-
tive secretary to perform any or all of the acts and duties enumerated or
referred to in § 15-551.3. The appointment of an executive secretary shall
in no way relieve the county clerk of his duties in connection with the
governing body, the provisions of § 15-551.8 notwithstanding.
2. An emergency exists and this act is in force from its passage.
