CHAPTER 390
An Act to amend and reenact § 53-61 of the Code of Virginia, relating to

Dar That § 53-61 of the Code of Virginia be amended and reenacted as

§ 53-61. Convicts or misdemeanants actually confined within the
penitentiary at Richmond, or at the State Farms shall be used, as far
as possible, in the making of articles required by the departments, institu-

The production and manufacture of bricks, cinder blocks, light weight
aggregate block and concrete block by convict or misdemeanant labor at
the State Penitentiary or at any of the State Farms shall be limited to the
needs of State-owned and State-supported institutions, and the same shall
not be produced or manufactured for any other purpose; nor shall the
present capacity for the manufacture and production of such products be
increase
