CHAPTER 176
An Act to amend and reenact §§ 116 and 146 of Chap 851 of the Acts
of Assembly of 1916, approved March 20, 1916, incorporating the
town of Crewe, the sections relating to certain license taxes and
certain powers and authority of the mayor, town manager and mem-
bers of council.
Be it enacted by the General Assembly of Virginia:
1. That §§ 116 and 146 of Chap 351 of the Acts of Assembly of 1916,
approved March 20, 1916, be amended and reenacted as follows:
§ 116. * Except as prohibited by general law, the town may levy a
tax or a license on any person, firm or corporation pursuing or conducting
any trade, business, profession, occupation, employment or calling what-
soever, or offering to pursue or conduct the same, within boundaries of
the town, whether or not such license is required therefor by the State or
exceeds any State license or tax, and may provide penalties for any vio-
lation therefor. License taxes may be imposed when not in conflict with
general law, upon any person, firm or corporation selling and delivering at
the same time at other than a definite place of business, goods, wares and
merchandise to licensed dealers, retailers or consumers in the town, except-
ing and excluding a license tax on vendors of farm products and poultry
produced and raised by such vendors.
§ 146. * The town council may, by resolution adopted by a majority
of its members, confer upon and invest in the mayor, town manager or
any member of the council the right and authority to issue warrants, sum-
mon witnesses and try cases involving violations of town ordinances, or
the collection of town taxes or assessments, or any other debts due and
owing to the town. The fees in connection with any such case shall be the
same as the fees provided by law for trial justices and such fees, and all
fines tmposed by the mayor, town manager or member of council, shall
be collected by him and paid into the treasury of the town. Appeals may
be taken to the Circuit Court of Nottoway County in accordance with exist-
ing statutes in Virginia.
2. An emergency exists and this act is in force from its passage.
