An Act to amend and reenact §§ 58-11 and 58-18 of the Code of Virginia,
relating to furnishing prison labor for farm work under certain
conditions.

Be it enacted by the General Assembly of Virginia:
1. That §§ 538-11 and 53-13 of the Code of Virginia be amended and
reenacted as follows:
§ 53-11. Whenever the Governor shall find and declare that there
exists an * emergency in any particular section due to the lack of available
labor in the work of harvesting and housing food and feed crops and the
Director shall find that it is possible to release certain prisoners from
prison work without serious prejudice to the maintenance of the public
institutions and highway work, the Director may make such prisoners
available for assistance to farmers in such harvesting and housing work.
53-13. No prisoners shall be assigned to work on any farm until
the owner thereof has deposited with the county farm agent a sum of
money sufficient to cover the estimated cost of such work; and when the
work is completed, the county farm agent shall remit to the Director pay
for such work upon the basis agreed upon. Provided, however, an agree-
ment may be entered into between the Director and the land owner, with
the approval of the county agent, for the harvesting of crops whereby
produce may be substituted for actual labor costs, in which event no cash
deposit shall be required.
