An Act to amend and reenact Chap 79 of the Acts of Assembly of
1928, approved March 28, 1928, as amended, which was continued
an effect by § 24-92 of the Code of Virginia.

Be it enacted by the General Assembly of Virginia:
1. That Chap 79 of the Acts of Assembly of 1923, approved March
23, 1928, as amended, which was continued in effect by § 24-92 of the Code
of Virginia be amended and reenacted as follows:
§ 1. New registration in certain cities—In cities having not less
than forty thousand inhabitants, nor more than one hundred sixty
thousand inhabitants, according to the last preceding United States census,
the electoral board of any such city shall provide for a new registration
of voters for any election district, or districts, precinct or precincts, in
their respective cities whenever the board shall deem it advisable or
necessary in order to simplify or facilitate the conduct of elections, but
such new registration shall not be ordered more frequently than once in
every ten years, except that any new registration declared invalid by a
court of competent jurisdiction shall not be deemed a new registration in
determining said ten year period.
_Whenever an order is made by the electoral board for such new
registration of voters in any election district or precinct it shall be the
duty of the registrar of the precinct to give notice of the time and place
of the registration by printed or written hand bills posted at not less than
five places in the election district, at least thirty days before the day of
registration, and shall sit as long as directed by the electoral board for
the purpose of registering all voters who may be entitled to register
under existing laws, and who may apply therefor; provided, however, that,
if such new registration be ordered by the electoral board for any reason
other than the destruction by fire, or otherwise, as provided in § 24-91
of the Code of Virginia, of the registration books, then in such new
registration no qualified voter who has registered prior to the first day
of January, nineteen hundred four, * nor who has registered or reregis-
tered under a new registration declared invalid by a court of competent
jurisdiction, subsequent to January 1, 1950, shall again be required
to register as prerequisite to a right to vote; and provided, further, that
in such cities, in addition to the posting of notices, as aforesaid, any such
new registration shall be advertised, not less than fifteen days, in one or
more daily papers, published in such city, as may be directed by the elec-
toral board.
2. An emergency exists and this act is in force from its passage.
