An Act to amend the Code of Virginia by adding a section numbered §
63-5.1, relating to additional powers of Director of Department of
Welfare and Institutions as to certain persons under the control of
such department.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding a section numbered
§ 63-5.1 as follows: .
§ 63-5.1. In addition to other powers and duties the Director of the
Department of Welfare and Institutions is hereby, authorized and em-
powered to buy, lease, own and operate property, real and personal, in
Virginia, for the custody, care, use, or benefit of dependent, delinquent, or
defective persons under the Department’s care, supervision, or control,
who are now, or were formerly residents of the Shenandoah National Park
area, and to expend therefor, funds appropriated, allocated, or granted for
such purposes by the United States or any instrumentality or agency
thereof, or by the State of Virginia or any of its political subdivisions, or
donated or otherwise provided by private persons, associations, societies,
or agencies. The Director is authorized and empowered to sell, convey or
lease any property so acquired; deeds and leases shall be executed for
and on behalf of the Department by the Director.
All purchases, leases, operations, sales, conveyances under this section
shall be subject to the approval of the Governor of Virginia.
