AN ACT for the relief of Allen B. Turpin.

Whereas, Allen B. Turpin, of Big Island, Virginia, a re-
spected citizen of the Commonwealth of Virginia, on Friday,
January nine, nineteen forty-eight, while not resisting arrest,
was shot through the negligence of a member of the State Police
force, receiving an injury which has in large measures destroyed
his mental faculties and reduced him to a state of permanent
and complete invalidism; and,
Whereas, prior to such injury, Allen B. Turpin was able to
earn an adequate living and to provide for the welfare and com-
fort of his wife and dependent children, which earning capacity
was completely destroyed; and,
Whereas, Allen B. Turpin’s family has in addition been put
to heavy medical and hospital expense, one such expense being a
bill now due the University of Virginia Hospital in the amount
of $587.50, and will continue to be put to expense for his care and
treatment; and,
Whereas, he has received in compensation for his injury
barely enough money to cover the expenses of his care and
treatment up to this time, and there is no way in which he or
his family can recover additional damages; Now, Therefore,
Be it enacted by the General Assembly of Virginia:
1. That there is appropriated out of the state highway main-
tenance and construction fund for the relief of Allen B. Turpin
the sum of ten thousand dollars; and the Comptroller is directed
to issue his warrants on the State Treasurer as follows: one
for $587.50 payable to the University of Virginia Hospital Divi-
sion, and one for $9,412.50 payable to Genevieve S. Turpin, com-
mittee of Allen B. Turpin, for the use and benefit of the said
Allen B. Turpin and his dependent family. These warrants shall
be delivered to the said Genevieve S. Turpin upon her executing
a proper release or receipt acknowledging receipt of said sum
in full for alt claims against the Commonwealth of Virginia by
reason of the foregoing.
