AN ACT to amend and reenact § 7 of Chapter 130 of the Acts of
Assembly of 1942, approved March 9, 1942, known as the Eliza-
beth River Tunnel Revenue Bond Act, the section relating to
powers of the Elizabeth River Tunnel Commission, so as to
provide the procedure for the exercise of the power of eminent
domain,

Be it enacted by the General Assembly of Virginia:
That § 4 of Chapter 130 of the Acts of Assembly of 1942, ap-

§ 7. Incidental powers of the Commission.—Without in any

(a) To make rules and regulations for the conduct of its
