CHAPTER 395
AN ACT to provide for the participation by the Commonwealth
of Virginia in the commemoration of the one hundred and
fiftieth anniversary of the establishment of the seat of the
Federal Government in the District of Columbia, to create
a commission to supervise and carry out such participation,
to define the duties and powers of such commission, and to
appropriate funds to defray the expenses of the commission
and the cost of such participation.

Whereas, the United States Government is to hold a cele-
bration in the District of Columbia beginning April 15, 1950,
commemorating the sesquicentennial anniversary of the estab-
ashment _ that place as the seat of government of the United
ates; an
Whereas, the Commonwealth of Virginia has been invited
to participate in this celebration; and
Whereas, other States have been issued a similar invitation
and many have already accepted; and
Whereas, it is particularly fitting that Virginia should par-
ticipate in such a national celebration, now therefore
Be it enacted by the General Assembly of Virginia:
1. § 1. There is hereby created a commission to be known as
the Virginia Washington Sesquicentennial Celebration Com-
mission, hereinafter referred to as the “Commission”, to con-
sist of five members appointed by the Governor, which commis-
sion shall have the responsibility for the preparation, supervision
and carrying out of Virginia’s participation in the commemora-
tion of the one hundred and fiftieth anniversary of the establish-
ment of the seat of the Federal Government in the District of
Columbia. The Governor may appoint a person or persons hold-
ing other State office to the Commission. The Commission shall
choose one of its members as its Chairman.
§ 2. The Commission shall have the authority and it shall
be its duty to prepare or cause to be prepared such exhibits,
displays and programs as may be fitting and appropriate for
Virginia’s participation in the celebration and in general to co-
operate with the National Capital Sesquicentennial Commis-
sion appointed by the Federal Government to carry out the ob-
jects and purposes of the celebration. It may solicit the help,
cooperation and assistance of such other agencies and organiza-
tions, public or private, as may be able to render assistance for
Virginia’s participation in the celebration.
§ 3. The Commission shall have the authority to employ,
without regard to the Virginia Personnel Act, such personnel
and to purchase such services, supplies, equipment and materials
as may be necessary to carry out the purposes of this act. The
salaries of the employees of the Commission shall be fixed by
the Commission, subject to the approval of the Governor.
§ 4. It shall be the duty of all State departments, agencies,
and institutions to cooperate with the Commission and to fur-
nish it all reasonable assistance in carrying out the purposes
of this act.
§ 5. The members of the Commission shall receive no
compensation for their services, but shall be paid their actual
expenses incurred by them in the performance of their duties.
Such expenses and the costs and expenses incurred in carrying
out the purposes of this act shall be paid on warrants issue
by the Comptroller upon vouchers signed by the Chairman of
the Commission or by such other person or persons as shall be
designated by him for such purpose.
§ 6. To carry out the purposes of this act there is hereby
appropriated from the general fund of the State treasury the
sum of fifty thousand dollars.
2. An emergency exists and this act is in force from its
passage.
