AN ACT to amend the Code of 1950 by adding a section numbered
22-240.1 requiring the State Board of Education to propose,
and local school authorities to administer, certain tests to
pupils in the public schools and to impose certain duties on
both wm relation thereto.

Be it enacted by the General Assembly of Virginia:
1. That the Code of 1950 be amended by adding a section num-
bered 22-240.1, as follows:
§ 22-240.1. Accomplishment testing program.—The State
Board of Education shall not less frequently than every two years
prepare and/or otherwise provide for the children in selected
grades of the public schools such tests as will ascertain the ability
and the extent to which the pupils in such grades have mastered
the courses taught in such grades. The local school authorities
in the several school divisions shall cause such tests to be adminis-
tered to the pupils in the grades specified by the State Board and
shall forthwith mail the results thereof to the State Board.
Passing any such test shall not be made a condition precedent to
passing any course or graduation. The State Board upon receipt
of the completed tests shall grade the same, arrange them by grade,
course and school division. The State Board shall carefully review
the results of such testing program and from time to time shall
take such action as it deems proper to bring about elimination of
any deficiencies discovered as a result of such testing program.
