CHAPTER 192
AN ACT to amend and reenact Chapter 79 of the Acts of Assem-
bly of 1928, approved March 28, 1923, as amended, which is
continued in force by § 24-92 of the Code of 1950, relating
to registration of voters in certain cities.

Be it enacted by the General Assembly of Virginia:
1. That Chapter 79 of the Acts of Assembly of 1923, approved
March 23, 19238, which is continued in force by § 24-92 of the
Code of 1950 be amended and reenacted as follows:
§ 1. In cities having not less than forty thousand inhab-
itants, nor more than one hundred and sixty thousand inhab-
itants, according to the last preceding United States census, the
electoral board of such city shall provide for a new registration
of voters for any election district, or districts, precinct or pre-
cincts, in their respective cities whenever the board shall deem
it advisable or necessary in order to simplify or facilitate the
conduct of elections, but such new registration shall not be
ordered more frequently than once in every ten years.
Whenever an order is made by the electoral board for such
new registration of voters in any election district or precinct
it shall be the duty of the registrar of the precinct to give notice
of the time and place of the registration by printed or written
hand bills posted at not less than five places in the election dis-
trict, at least thirty days before the day of registration, and
shall sit as long as directed by the electoral board for the pur-
pose of registering all voters who may be entitled to register
under existing laws, and who may apply therefor; provided,
however, that, if such new registration be ordered by the
electoral board for any reason other than the destruction by
fire, or otherwise, as provided in § 24-91 of the Code of Virginia,
of the registration books, then in such new registration no
qualified voter who has registered prior to the first day of
January, nineteen hundred and four, shall again be required to
register as a prerequisite to a right to vote; and provided, fur-
ther, that in such cities, in addition to the posting of notices,
as aforesaid, any such new registration shall be advertised, not
less than fifteen days, in one or more daily papers, published in
such city, as may be directed by the electoral board.
