CHAPTER 140
AN ACT to require the preparation of certain fiscal data relating
to proposed expenditures for certain public welfare purposes.

Be it enacted by the General Assembly of Virginia:
1. § 1. The boards of public welfare of counties and cities and
directors of public welfare of cities and the officials corresponding
thereto in counties and cities having certain optional forms of
government shall by August one of each year preceding a regular
session of the General Assembly prepare and submit to the govern-
ing bodies of their respective counties and cities budgets based on
the anticipated financial requirements of welfare recipients for the
succeeding two fiscal years. Such budgets shall be based upon
need insofar as the same may be estimated. Upon request of the
local governing body to whom the budget is submitted, said body
may request the names and addresses of those receiving relief, but
such information shall be treated in confidence, and the governing
body and such information shall be subject to the existing statutes
concerning disclosure of such information, and such information
shall be destroyed upon the adjournment of such governing body
at which the information in considered.
§ 2. Upon receipt of such budgets the governing bodies of
counties and cities shall review the same and shall tentatively
indicate the extent to which their respective counties and cities
will participate in the financing of such budgets. Such tentative
adoption shall be made at least by September one of the year in
which such budget is submitted and thereupon such governing
bodies shall forthwith mail such budgets to the Director of the
Department of Welfare and Institutions (hereinafter referred to
as Director).
§ 3. Upon receipt of such budgets as tentatively adopted the
Director shall review the same. When the Director prepares his
budget requests for submission to budgetary authorities he shall
tabulate the welfare budgets as approved by the governing bodies
of each locality and he shall submit the tabulations together with
his recommendations to the Governor for his consideration in the
preparation of the budget for submission to the General Assembly
