Chap. 98.—An ACT to amend an act entitled “An act to incorporate the town
of Virginia Beach, in the county of Princess Anne, Virginia”, approved March
6, 1906, by adding a new section numbered 4-a which section relates to the
appointment of a town manager, and the powers, duties and functions of the
manager when appointed. {H 84]

Be it enacted by the General Assembly of Virginia:
1. That an act entitled “An act to incorporate the town of
Virginia Beach in the county of Princess Anne, Virginia”, approved
March six, nineteen hundred six, be amended by adding a new
section numbered four-a as follows:
Section 4-a. The council of the town of Virginia Beach may,
in its discretion, elect a town manager who may also serve as
town engineer. Upon the election of a town manager by the council
he shall be vested with the administrative and executive powers of
he town and shall hold office during the pleasure of the council.
Ye shall receive such compensation as shall be fixed by the council.
‘he town manager shall see that within the town the laws, ordi-
ances, resolutions and by-laws of the council are faithfully execut-
ed. He shall attend all meetings of the council and recommend for
adoption such measures as he shall deem expedient. He shall make
reports to the council from time to time upon the affairs of the
town, keep the council fully advised of the town’s financial condi-
tion and its future financial needs. He shall prepare and submit
to the council a tentative budget for each fiscal year. He shall per-
form such other duties as may be prescribed by the council and
shall be bonded as the council may deem necessary.
