Chap. 546.—An ACT to authorize the acquisition by the Governor for the Com-
monwealth of certain real estate in the city of Richmond, and to provide for
the improvement and use of such property when acquired; to authorize the
opening and closing of certain streets adjoining such property; to make
available funds for the purposes of this act; and to prescribe conditions under
which funds already appropriated may be used in acquiring all of any portion
of such property. [S 329]

Be it enacted by the General Assembly of Virginia :
1. Section 1. The Governor of Virginia is hereby authorized and
empowered to acquire by gift, purchase, condemnation or otherwise, for
and on behalf of the Commonwealth, at such time as in his discretion
he may deem proper, all that certain parcel of real estate and the
appurtenances thereon and thereunto belonging, situated and being in
the city of Richmond and bounded by North Twelfth Street, East
Franklin Street and Governor Street, and being north of a line, extended,
from North Twelfth Street to Governor Street, along the rear of the
property formerly occupied by the Division of Motor Vehicles.
Section 2. No money herein made available shall be expended for
the said property, or any part thereof, unless and until the title thereto,
and the deeds and other instruments conveying or transferring the same,
shall have been examined, inspected and approved by the Attorney
General, or such other attorney as the Governor may designate for
such purposes.
Section 3. In the event any part of said property shall be acquired
by condemnation, proceedings therefor shall be conducted by the Attorney
General, or such other attorney as the Governor may appoint for such
purpose.
Section 4. The Governor is further authorized and empowered,
when the property hereinbefore referred to shall have been acquired for
and on behalf of the State, to raze any and all buildings and structures
on the property so acquired, to dispose of in such manner as he shall see
fit any and all material salvaged from the buildings and structures so
razed, and to grade, improve and use such property for and on behalf
of the Commonwealth in such manner as he shall see fit. The Governor
is also authorized and empowered to enter into negotiations with the
authorities of the city of Richmond for the purpose of extending Bank
Street across the property so acquired to Governor Street, and for such
purpose the Governor is specifically authorized by deed to convey for
a right of way such property belonging to the Commonwealth as he
shall deem necessary and proper, and to accept for and on behalf of
the Commonwealth of Virginia any and all property which may be
conveyed to the State of Virginia in connection with closing and abandon-
ing any street or streets now forming a connection between Bank Street
and Governor Street. All such deeds, conveyances and agreements
shall be examined, inspected and approved by the Attorney General or
such other attorney as the Governor may designate for the purpose.
Section 5. The funds necessary to carry out the provisions of this
act may be made available by the Governor and used for such purpose out
of funds appropriated for improvements to State-owned buildings and
equipment and for the purchase of and improvements to real estate
under section four hundred forty-five of the Appropriations Act of nine-
teen hundred forty-eight.
Section 6. In the event the property herein described, or any part
thereof, shall be selected as a site for the location of any building for
which an appropriation for a building site has already been made, the
cost of acquiring the real estate herein described, or such portion thereof
as shall be needed for such building site, may, with the approval of the
Governor, be paid for out of such appropriation.
