Chap. 485.—An ACT to amend and reenact Section 14 of Chapter 52 of the Acts
of Assembly of 1887-1888, approved January 30, 1888, which provided a new
charter for the town of South Boston, the section relating to the separate school
district for the town. (H 550]

Be it enacted by the General Assembly of Virginia:
1. That section fourteen of chapter fifty-two of the Acts of Assembly
of eighteen hundred eighty-seven-eighteen hundred eighty-eight, ap-
proved January thirty, eighteen hundred eighty-eight, be amended and
reenacted as follows:
Section 14. The corporate limits of the said town shall constitute
a school district, and the council shall appoint three trustees therefor to
serve one, two and three years respectively ; and annually thereafter it
shall appoint one such trustee to serve three years. The council shall have
power and authority to annually levy, collect and apply to the support of
the public free schools in the said town, a sum equal to what the inhab-
itants and property within the said town would have to pay annually to
the county of Halifax for public free school purposes if this Act had not
been passed.
The school board of the town shall have authority to enter into a
contract or contracts with the county school board of Halifax County,
Virginia, subject to the approval of the town council, providing for the
joint ownership and operation of a school or schools, to be located either
within or without the corporate limits of the town. Such agreement or
contract may provide for the operation of such school or schools at the
joint expense of the town and county without the joint ownership of
property. The ownership, management, operation and control of such
jointly owned or operated school or schools shall be in accordance with
the regulations for the operation of joint schools by counties and cities,
so far as such regulations are applicable, as authorized by chapter
twenty-five of the Acts of Assembly of nineteen hundred forty-six, ap-
proved February nineteenth, nineteen hundred forty-six, and promul-
gated by the State Board of Education of Virginia, pursuant to the
authority of the said Act of the General Assembly.
For the purpose of financing the town’s share of the cost of con-
struction or operation of such jointly owned or operated school or
schools, the town shall have authority, pursuant to appropriate action of
the council, to borrow money upon the credit of the town, and to issue
bonds or other evidence of indebtedness in all respects as for any other
public purpose authorized by law. The procedure for the issuing of
bonds for said purposes shall be in accordance with the requirements of
section twenty-two of the Charter of the town of South Boston, as
amended, and in accordance with the requirements of the laws of the
Commonwealth of Virginia, so far as applicable.
