Chap. 355.—An ACT to authorize the school boards or governing bodies of
certain counties to acquire lands and to construct thereon stadiums and other
recreational facilities, and to issue bonds for such purpose; and to prescribe
the conditions upon which such bonds may be issued, sold and redeemed.

Be it enacted by the General Assembly of Virginia:
1. Section 1. The school board or the governing body of any
county in the Commonwealth having a population in excess of two
thousand per square mile according to the last preceding United States
census, may acquire land or lands in such county and construct thereon
a stadium and other recreational facilities as it deems necessary or
proper, and to borrow money and issue bonds for such purpose and
upon the conditions hereinafter provided, such bonds to be issued upon
the credit of the county.
Section 2. The circuit court of the county, or the judge thereof in
vacation, upon the petition of one thousand qualified voters of the county,
shall make an order requiring the judges of election at the regular
election held in November of any year to open a poll and take the sense
of the qualified voters of the county on the question whether the school
board shall issue bonds for such purpose. Such referendum shall be
held and conducted and the results ascertained and certified as provided
in section one hundred ninety-seven-a of the Code of Virginia.
Section 3. If it shall appear from the report of the commissioners
of election that a majority of the qualified voters of the county voting
on the question are in favor of issuing bonds for the purposes aforesaid,
the circuit court, or the judge thereof in vacation, shall enter of record
an order requiring the school board of such county to proceed to carry
out the wishes of the voters as expressed at the election.
Section 4. If the school board or the governing body shall be
authorized to issue bonds for such purposes, it shall proceed to issue
such bonds, on the credit of the county, in the manner other loans are
authorized to be contracted and bonds authorized to be issued by sections
twenty-seven hundred thirty-eight, twenty-seven hundred thirty-nine,
twenty-seven hundred forty, and twenty-seven hundred forty-one of the
Code of Virginia, except that approval by appropriate resolution of the
governing body of the county shall be necessary in the contracting of
any such loan or in the issuance of any such bonds.
Section 5. The school board or the governing body of the county
is hereby authorized to receive and accept donations or contributions
from any person, association or organization, which shall be used for
the purposes of this act.
