Chap. 34.—An ACT to amend Chapter 34, Acts of Assembly of 1918, approved
February 7, 1918, as amended, which provided a charter and special form
of government for the city of Norfolk, by adding a new section numbered
2-b to empower the city of Norfolk to impose, levy and collect a consumer
or subscriber tax upon the amount paid for public utility services, and validating
any such tax heretofore imposed, levied and collected. [S 113]

Be it enacted by the General Assembly of Virginia:
1. That chapter thirty-four, Acts of Assembly of nineteen
hundred eighteen, approved February seven, nineteen hundred
eighteen, as amended, which provided a charter and special form
of government for the city of Norfolk, be and the same is hereby
amended, by adding thereto a new section numbered two-b, which
said new section shall read as follows:
Section 2-b. In addition to the other powers conferred by law,
the said city shall have the power to impose, levy and collect, in
such manner as its council may deem expedient, a consumer or
subscriber tax upon the amount paid for the use of water, gas.
electricity, telephone, and any other public utility service within
the city, or upon the amount paid for any one or more of such
public utility services, and may provide that such tax shall be
added to and collected with bills rendered consumers and sub-
scribers for such services.
2. That any such tax heretofore imposed, levied and collected
by an ordinance of said city of Norfolk, which became effective on
and after January one, nineteen hundred forty-eight, and all acts
done pursuant to said ordinance, are hereby validated and confirmed.
3. An emergency exists and this act is in force and effect
from its passage.
