a new section numbered 23-d, authorizing contributions by the city for certain

Be it enacted by the General Assembly of Virginia:

1. That an act entitled “An act to provide a new charter for
the city of Portsmouth.”, approved March ten, nineteen hundred
eight, be amended by adding a new section numbered twenty-
three-d as follows:

Section 23-d. The city shall have power to contribute its
moneys to funds established and operated by non-profit associa-
tions or by individuals for the development of the city industrially
and otherwise.
