Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia be amended by adding a new sec-
tion numbered fifty-three hundred twenty-one-a, as follows:

Section 5321-a. Payments from Veterans’ Administration, dis-
bursement.—Monthly payments of pension, compensation, insur-
ance, or other benefits from the Veterans’ Administration made to a
trustee or guardian shall be considered as income and not principal ;
provided that the accumulation of monthly payments of pension,
compensation, insurance, or other benefits received from the Vet-
erans’ Administration by a guardian or trustee and in his hands
at the end of the accounting year, which accumulation amounts to
two hundred dollars or more, may be carried over as principal and
converted into the corpus of the estate.
