Chap. 10.—An ACT to ratify, validate and confirm all proceedings heretofore taken
hy the Council of the City of Portsmouth, Virginia, by the Hampton Roads
Sanitation District and the Hampton Roads Sanitation Commission and by
the State Health Commissioner in connection with the withdrawal by said
City from Hampton Roads Sanitation District, and authorizing said City to
establish, construct, improve, enlarge, maintain and operate a sewage disposal

Be it enacted by the General Assembly of Virginia:
1. That all proceedings heretofore taken by the council of the
city of Portsmouth, Virginia, by the Hampton Roads Sanitation
District and the Hampton Roads Sanitation Commission and by the
State Health Commissioner in connection with the withdrawal by
said city of Portsmouth from Hampton Roads Sanitation District
are hereby ratified, validated and confirmed, notwithstanding any
failure to comply with any provisions of any general or special law
applicable to such withdrawal, and said withdrawal is hereby de-
clared to have become effective on March twenty-four, nineteen
hundred forty-two, and said city of Portsmouth is authorized, sub-
ject to the provisions of chapter sixty-three-b of the Code of Vir-
ginia, to establish, construct, improve, enlarge, maintain and operate
a sewage disposal system, and issue bonds therefor, pursuant to the
provisions of any applicable general or special law or charter provi-
sion heretofore or hereafter enacted, notwithstanding any proceed-
ings heretofore taken by said city in connection with the establish-
ment, construction, maintenance and operation of a sewage disposal
system and the issuance of bonds therefor, which proceedings, in
whole or in part, in the sole discretion of the council of said city,
may be rescinded by an ordinance of said council without a vote
of the electors of said city.
2. An emergency exists and this act is in force from its passage.
