Chap. 266.—An ACT authorizing and empowering the Governor to execute in the
name of the Commonwealth of Virginia a deed conveying, subject to certain
jurisdictional and other limitations, conditions and reservations, to the United
States of America certain submerged lands containing 3,400 acres, more or
less, situate in Hampton Roads, Western Branch Magisterial District, Nor-
folk County, Virginia. [H B 380]

Whereas, it 1s the desire and intention of the Federal government
to construct and develop a disposal area for dredged material in Hamp-
ton Roads provided the necessary submerged lands are acquired; and
Whereas, the title to a part of the lands necessary in connection with
the construction and development of such disposal area is in the Com-
monwealth of Virginia; and
Whereas, such a disposal area will contribute much to the develop-
ment of the Hampton Roads area and the Commonwealth of Virginia;
now, therefore,
Be it enacted by the General Assembly of Virginia:
1. That the Governor of Virginia be, and he is hereby, authorized
and empowered to execute in the name of the Commonwealth of Vir-
ginia a deed conveying, subject to such jurisdictional limitations and
reservations as are contained in sections eighteen, nineteen, nineteen-a
and nineteen-b of the Code of Virginia, or as the Governor and the At-
torney General may enlarge or modify same in the manner provided
in section nineteen-c of the Code of Virgina, for use in connection with
the construction and development of a disposal area for dredged material,
such rights, title and interest as the Commonwealth of Virginia may
have in that certain piece, parcel or tract of submerged land containing
thirty-four hundred acres, more or less, lying situate and being in Hamp-
ton Roads, Western Branch Magisterial District, Norfolk county, Vir-
ginia, all of which is shown on map on file in U. S. Engineer Office,
Norfolk, Virginia, titled “Submerged Lands To Be Acquired From
Commonwealth of Virginia In Connection With Proposed Disposal
”, File No. C1-1-1-517, dated January 22, 1946, said land being
particularly bounded and described as follows:
BEGINNING at a point (N 211,393.03 Ft.; E. 2,629,640.33
Ft.) on the wooden bulkhead which runs along the north side of
Craney Island; located South 82 degrees, 11 minutes, 07 seconds
West (S 82°-11’-07’’ W)), two thousand five hundred sixteen and
eighty-seven hundreths feet (2,516.87 ft.) from the U. S. Engi-
neers Office’s station No. 357 +15.94 (N 211,792.03 Ft.; E 2,-
632,125.37 Ft.) on the west channel line of Norfolk Harbor 40-
foot Channel; thence North 07 degrees, 48 minutes, 53 seconds
West (N 07°-48’-53’’ W), parallel with and two thousand five
hundred sixteen and eighty-seven hundreths feet (2,516.87 ft.)
distant from aforesaid west channel line, eleven thousand nine hun-
dred two feet (11,902 ft.) to a point (N 222,964.52 Ft.; E 2,-
627,753.49 Ft.) ; thence North 88 degrees, 41 minutes, 35 seconds
West (N 88°-41’-35’’ W), ten thousand eight hundred fifteen
feet (10,815 ft.) to a point (N 222,964.52 Ft.; E 2,616,938.49 Ft.) ;
thence South 03 degrees, 28 minutes, 25 seconds West (S 03°-
28’-25’’ W), eleven thousand six hundred sixty-eight feet, more
or less (11,668 ft. + ) toa point (N 211,304.86 Ft.; E 2,616,497.36
Ft.) on the low water line of Hampton Roads, thence, in a general
southeasterly direction, binding upon the low water line in Hamp-
ton Roads, five thousand one hundred seven feet, more or less (5,-
107 ft.) to toe of riprapped levee around land reclaimed by U. S.
Navy Department; thence northerly, binding upon the low water
line along aforesaid riprapped levee, four hundred thirty feet, more
or less (430 ft. +) to an angle point in the levee ; thence, in a general
easterly direction, binding upon the low water line along the north
side of the aforesaid riprapped levee, five thousand two hundred
eighteen feet, more or less (5,218 ft. +), to a point on the wooden
bulkhead on the north side of Craney Island proper and on the
northerly prolongation of a wire fence running north and south
along the west side of Craney Island proper; thence, in a general
easterly direction, along and binding upon the wooden bulkhead
running along the north side of Craney Island proper, nineteen
hundred feet (1,900 ft.) to THE POINT OF BEGINNING.

ade subject to the rights of lessees of such public oyster-planting
ids as may be included in the lands which may be conveyed and
subject to all rights, easements or other interests of any private per-
firms or corporations in such lands.
The Governor in his discretion may include in such deed as he mav
ite such rights of reversion of the title and ownership of said lands
