Chap. 202.—An ACT to provide for the construction of a building to be used by
certain State agencies and departments; the procurement of a site therefor:
the preparation of architectural plans; to provide a Commission to supervise
the construction and equipping of such building, and to authorize the use of
funds appropriated therefor. [S B 148]

Be it enacted by the General Assembly of Virginia:
Section 1. There shall be constructed and equipped on a suitable
site in the City of Richmond a proper building to house the Department
of Health and such other State departments and agencies as may be
acconimodated therein. All the costs and expenses thereof, including the
cost of the site therefor, shall be paid from the fund appropriated for
this purpose in the appropriation bill for the biennium ending June
thirtieth, nineteen hundred and forty-eight, and from any other fund
that may be made available for the purpose by any State department or
agency. |
Section 2. A Commission of nine members, two from the Senate,
three from the House of Delegates, the Commissioner of Health, and
three other members, all to be appointed by the Governor, is hereby
created.
Section 3. The said Commission is hereby authorized and em-
powered to select a suitable site for the said building within the City
of Richmond; to acquire the same by purchase or, in the discretion of
the Commission, to use property to which legal title is now vested in
the Commonwealth of Virginia, upon approval thereof by the Gover-
nor; to employ engineers and architects for the drafting of suitable plans,
including an itemized estimate of the cost of all grading and excavating,
all building material, equipment, furnishings and accessories; to ne-
gotiate, by contract with one or more contractors, for the excavation
and grading for a foundation, the construction and erection of the build-
ing, pursuant to architectural plans, the installation of the necessarv
plumbing, heating, lighting and ventilating of same, including such
special equipment compatible with the respective uses of the agencies
to be housed therein as will, in the opinion of the Commission, obtain
the best results in making such building complete in all respects: and.
upon approval by the Governor, to make with any State department or
State agency which may provide funds for a portion of the cost of con-
structing said building and of said site and of said equipment an agree-
ment whereby said department or agency may occupy and use certain
portions of said building and equipment on such terms and conditions
as may be agreed upon by the Governor and the said State department
or agency.
Section 4. The Governor is hereby authorized to fill by appoint-
ment any vacancy which may occur in the personnel of the Commission
herein established.
Section 5. The members of the Commission shall receive their
actual expenses incurred in the performance of their duties hereunder.
Section 6. The Department of Health is authorized to accept
grants and gifts of funds which may be made for the construction, fur-
nishing and equipping of the building, and it may accept equipment for
use in the building. Funds so accepted shall be disbursed as provided by
law.
No part of the funds hereinabove appropriated shall be expended
without previous authorization and approval by the Governor in writing.
