Chap. 141.—An ACT to authorize and empower the board of supervisors of any
county adjoining any city within or without this State having a population of
more than one hundred twenty-five thousand according to the last preceding
United States census to establish a department of public utilities, and to au-
thorize any such Board to employ personnel and to make rules and regulations
for the operation of such department. [S B 142]

Be it enacted by the General Assembly of Virginia:
1. Section 1. The board of supervisors of any county adjoining
a city within or without this State having a population of more than one
hundred twenty-five thousand according to the last preceding United
States census, shall be and it hereby is authorized and empowered, in its
discretion, to establish by resolution of record a department of public
utilities by that name or any other designation, for the purpose of the
construction, operation, maintenance and administration of all public
works coming under the general category of public utilities, owned,
operated and controlled by any such county. Any such board of super-
visors shall have authority to employ such personnel as it may deem
necessary for the operation of such department, and to make such rules
and regulations as it may deem expedient for the operation of such de-
partment.
2. An emergency exists and this act is in force from its passage.
