Chap. 18.—An ACT to authorize the governing body of any county in which a
sanitary district has been established to exercise certain powers in relation to
parks, recreation areas and swimming pools. [H. B. 7]

Be it enacted by the General Assembly of Virginia :
1. The governing body of any county in which a sanitary district
has been established under the laws of this State shall, for the use and
benefit of the public in such sanitary district in addition to the other pow-
ers and duties granted under other laws, have power to: (1) construct,
maintain and operate parks, recreation areas, and swimming pools;
(2) acquire by gift, condemnation, purchase, lease, or otherwise and
maintain and operate parks, recreation areas and swimming pools;
(3) contract with any person, firm, corporation or municipality to con-
struct, establish, maintain and operate the parks, recreation areas and
swimming pools; (4) fix and prescribe the rates of charge for use ol
the parks, recreation areas and swimming pools and provide for collec-
tion of same; (5) levy and collect an annual tax upon all the property in
the district subject to local taxation to pay in whole or in part the ex-
penses and charges incident to maintaining and operating such parks,
recreation areas and swimming pools; and (6) employ and fix compen-
sation of any technical, clerical or other force or help deemed necessary
for the construction, operation and maintenance of the parks, recreation
areas and swimming pools.
2. An emergency exists and this act is in force from its passage.
Chap. 19-—-An ACT to authorize the State Board of Education, in its discretion,
to sponsor and supervise certain educational practices and procedure in Hanover
county, and to appropriate funds to carry out the purposes of the act. [H. B. 18]

Be it enacted by the General Assembly of Virgina, as follows:
1. Section 1. The State Board of Education is authorized, in its
discretion, to sponsor and supervise an educational program in Hanover
county for the purpose of testing and demonstrating educational practices
that give reasonable promise of increasing the effecttveness and efficiency
of public education.
Section 2. In carrying out the purposes of this act the State Board
of Education shall have for the Hanover county school division, the
authority conferred upon the State Board by the General Assembly and
by the Constitution in all questions involving educational procedures and
standards and the conduct and management of the schools, and may make
such changes under such authority as may be recommended by the Super-
intendent of Public Instruction, provided the proposed changes have
been approved by the division superintendent of schools, the Hanover
County School Board, and the Board of Supervisors for Hanover County.
Section 3. Nothing in this act shall affect the right of Hanover
county to share alike with other counties and cities in regular State school
funds, and local tax levies and appropriations for schools shall remain as
they were for the school year nineteen hundred forty-three-nineteen hun-
dred forty-four except as they may be increased in accordance with
general law.
Section 4, In order to provide funds to carry out the provisions of
this act there is hereby appropriated to the State Board of Education, out
of the general fund in the State Treasury, the sum of five thousand dol-
lars, or so much thereof as may be necessary, the funds hereby appropri-
ated to be available for use as and if needed during the school year nine-
teen hundred forty-five-nineteen hundred forty-six.
Chap. 20—An ACT to appropriate to the Virginia State College for N egroes, out
of the general fund of the State treasury, for maintenance and operation the
sum of $125,000, in addition to and supplemental to the moneys appropriated
therefor by Chapter 407 of the Acts of Assembly of 1944 (General Appropria-
tion Act). [H. B. 22]

appropriate town funds for the purchase or erection of a Veterans Memorial
or Veterans Home in the town. [H. B. 26]

Be it enacted by the General Assembly of Virginia:
1. The town council of the Town of Wytheville is authorized to
ropriate town funds for the purchase or erection of a Veterans Me-
‘jal or a Veterans Home in the town as a monument to the war
rans of the town. , ,
Funds appropriated hereunder may be contributed by the council
ny corporation or association organized for the purpose of acquiring
establishing such a home or memorial in the town of Wytheville.
2. An emergency exists and this act is in force from its passage.
P, 23.—An ACT to authorize the governing body of the County of Wythe to
appropriate county funds for the purchase or erection of a Veterans Memorial
or Veterans Home as a monument to certain veterans. [H. B. 27]

Be it enacted by the General Assembly of Virginia:
1. The governing body of the county of Wythe is authorized to
ropriate county funds for the purchase or erection of a Veterans
morial or Veterans Home in the county as a monument to the war
rans of the county.
Funds appropriated hereunder may be contributed by the governing
body to any corporation or association organized for the purpose of
acquiring and establishing such a home or memorial in the town of
Wytheville. :
