Chap. 131.—An ACT to authorize and direct the State Highway Commission and
the State Highway Commissioner to prepare a twenty-year plan tor the develop-
ment, improvement, maintenance and entargement of the primary and secondary
systems of State Highways, and to make report thereof to the Governor and
the General Assembly. [S 139}

Be it enacted by the General Assembly of Virginia: °
1. Section 1. The State Highway Commission and the State High-
way Commissioner are authorized and directed to prepare a twenty-year
flexible plan for the development, improvement, maintenance and replace-
ment of the primary and secondary systems of highways including the
parts thereof that pass through the cities and towns, in cooperation with
the authorities thereof, and including such limited access highways, belt
line distribution roads, by-passes and other modernization as may be
deemed necessary or proper, and to make report thereof to the Governor
and the General Assembly at least three months prior to the convening of
the next regular session of the General Assembly.
Section 2. In the event it should become or be deemed necessary
or desirable for the furtherance of State, local or Federal plans for post-
war employment, to make surveys and plans on routes not now in the
State Highway Systems, the Commission and Commissioner are author-
ized to make such plans and surveys.
