Chap. 21.—An ACT to provide for the compensation, and allowances, for the
presiding officers and members of the General Assembly in attendance upon the
extra session of 1942; and to declare the existence of an emergency. [S B 11]

1. Be it enacted by the General Assembly of Virginia, as follows:
Notwithstanding the provisions of section thirty-four hundred and
fifty-four of the Code of Virginia, as amended, the compensation, and
allowances, of the presiding officers and members of the General As-
sembly in attendance upon the extra session of the General Assembly
of nineteen hundred and forty-two shall be: for the President of the
Senate and Speaker of the House a per diem of fifteen dollars ($15.00)
each, and for the members of the General Assembly a per diem of twelve
dollars ($12.00) each, for each day of actual attendance, together with an
allowance of: twenty-five dollars ($25.00) for each on account of ex-
penses, and mileage as provided by law.
2. An emergency exists and this act is in force from its passage.

General Assembly of the Commonwealth of Virginia, at which the Acts
of Assembly herein printed were enacted, adjourned sine die on October

SENATE JOINT RESOLUTION NO. 2
Relating to the War.
Agreed to September 29, 1942.
Resolved by the Senate, the House of Delegates concurring, That
we again proclaim our abiding faith in a Democratic form of government,
especially as conceived and established by our forefathers, now assailed
by vandal powers, which seek to destroy it and in its place to set up a
ruthless and wanton despotism, stamping out those rights and liberties
which have been secured through centuries of constant struggle, and sub-
stituting abject slavery.
We reassert our full and unyielding determination to support our
National Government in an unremitting and vigorous prosecution of the
war to bring about the destruction of those evil forces which, arrogantly
boasting their race superiority, would trample underfoot and subject
other peoples of the world to the rule of a selfish, brutal, overbearing,
and domineering caste of international freebooters and gangsters ; and we
vehemently condemn those perpetrators of wholesale starvation, reprisals
and murders of those who will not bow to their infamous order and
tyranny.
We extend to our courageous Allies our unbounded admiration for
the gallantry with which they are resisting onslaughts unparalleled in
violence, and we hold an unshakeable faith that their sacrifice shall not
have been in vain.
To our gallant fighting men now in action on every continent, on
every sea and in the wide spaces of the air, we express our pride in their
heroic achievement, and those who have, without thought of self, made
the ultimate sacrifice shall always be cherished in our hearts and mem-
ories.
Resolved, further, That we stand ready to make any sacrifice in an
all-out effort to bring these arch criminals to justice, and we declare our
unbounded confidence in the final outcome of this struggle for survival
and that democracy will emerge triumphant.
HOUSE JOINT RESOLUTION NO. 2.
Henry T. Wickham.
Agreed to September 29, 1942.
Be it Resolved by the House of Delegates of Virginia, the Senate
concurring, as follows:
Whereas, it has been learned with much regret by the patron of
this resolution that the much respected and beloved senior member of
the General Assembly, Senator Henry T. Wickham, is reluctant to offer
as a candidate to succeed himself as Senator from the thirty-first Sena-
torial District, and is seriously considering retiring from the legislative
service of the Commonwealth : and,
Whereas, his long and valuable experience and outstanding abilities
have enabled Senator Wickham throughout many years to render in-
valuable service to the people of Virginia as a member of the Senate,
the loss of which, at this critical time when the very existence of the
State itself is in jeopardy, would be a most serious blow to the legislative
process and to the public welfare ; and,
Whereas, although it is recognized that Senator Wickham’s long,
valued, and honorable service, rendered at a personal sacrifice, will en-
title him to retire with good grace and with the heartfelt thanks and
appreciation of all Virginians, and that it would be a further sacrifice on
his part to continue his labors in the Senate, nevertheless, it is hoped
that the demands of the war emergency will appeal to his great public
spiritedness and patriotism, and cause him to abandon any thought of
retiring ;
Now, THEREFORE, the General Assembly express the sincere hope
that Senator Wickham will not decline to become a candidate to succeed
himself as a member of the State Senate, but that he will return to its
mem persiup when the Senate convenes in its regular session in January,
1944
HOUSE JOINT RESOLUTION NO. 7.
Memorial in State Capitol to Franklin Daniel.

Agreed to by the Senate October 1, 1942.
Be it resolved by the House of Delegates of Virginia, the Senate
concurring, as follows:
Whereas, Franklin Daniel was a member of the House of Delegates
for five terms and served the City of Lynchburg and the State of Vir-
ginia with outstanding ability and distinction and as President of the
Young Democrats Clubs of the State of Virginia gave unstintingly of
his time and talents, and
Whereas, God in his wisdom has ended his brilliant career, and
Whereas, the Young Democrats Clubs of the State of Virginia
have passed a resolution requesting permission of the Legislature of the
State of Virginia to place a suitable memorial in the State Capitol in com-
memoration of his life and of evidence of the love and affection of his
friends and associates, now, therefore,
Be it resolved that the General Assembly of the State of Virginia
grant permission to the Young Democrats Clubs of Virginia to place a
memorial in the State Capitol in memory of Franklin Daniel, the
memorial to take a form that meets with the approval of the Art Com-
mission of the State and be located in the Capitol subject to the Com-
mission’s determination.
