1. Be it enacted by the General Assembly of Virginia, That the
State Highway Commission is authorized to cooperate with the Publi
Roads Administration and the American Association of State Highway

activities, in the preparation of standard specifications, in the testing of
highway materials and otherwise with respect to highways.
