1. Be it enacted by the General Assembly of Virginia, That section
seventy-one-A of an act entitled “An act to provide a new charter for the

city of Portsmouth.”, approved March tenth, nineteen hundred and
eight, which section was added to the charter by chapter two hundred and
thirty, Acts of nineteen hundred and thirty-four, approved March twenty-
seventh, nineteen hundred and thirty-four, is hereby repealed.
