Chap. 420.—An ACT to amend and re-enact Chapter 573 of the Acts of 1926 en-
titled “An Act to regulate the parking of vehicles in the Capitol Square, and
to protect the grass therein.”, approved March 31, 1926, so as to make certain
changes in the method of regulation of parking and to extend such regulation to
certain other lands owned by the Commonwealth available for parking purposes.

1. Beit enacted by the General Assembly of Virginia, That chapter
five hundred and seventy-three of the Acts of nineteen hundred and
twenty-six, entitled “An Act to regulate the parking of vehicles in the
Capitol Square, and to protect the grass therein.”, approved March
thirty-first, nineteen hundred and twenty-six, be amended and re-enacted
so as to read as follows: ,
All parking in the Capitol Square of motor vehicles and animal
drawn vehicles is hereby prohibited; provided, however, that this act
shall not apply during regular or special sessions of the General As-
sembly; and, provided, further, that during the recess of the General
Assembly the Director of the Division of Grounds and Buildings may, in
his discretion, cause to be marked off certain portions of the driveways
in the Capitol Square and permit such vehicles to be parked therein under
such rules and regulations as he may prescribe.
2. The Director of the Division of Grounds and Buildings is au-
thorized, by and with the approval of the Governor, to utilize any vacant
property owned by the State and located near the Capitol Square for
the purpose of providing parking facilities for officers and employees of
the State, and to allocate spaces therein and operate the same under such
rules and regulations as he may prescribe. In the event any attendant is
employed to supervise such parking of vehicles in any such lot utilized
for parking purposes, the salary of said attendant shall be paid by the
State officers and employees using said lot for parking purposes under
such rules and regulations as the said Director may prescribe.
3. Any person parking any vehicles contrary to the provisions of
this act, or contrary to any parking sign or no parking sign erected by the
Director of the Division of Grounds and Buildings pursuant to rules and
regulations promulgated by him, shall be subject to a fine of not less than
one dollar nor more than twenty-five dollars for each offense.
4. It shall be unlawful for any person without the permission of the
Director of the Division of Grounds and Buildings to trespass upon any
of the grass in the Capitol Square. Any person violating this section shall
be subject to a fine of five dollars.
5. An emergency existing, this act shall be in force from its passage.
