Chap. 313.—An ACT for the relief of Fannie Bass. [S B 30]

Whereas, Powhatan D. Bass, age forty-six, was a guard at the State
Penitentiary of Virginia, which position he had faithfully held for a num-
ber of years, and through no fault of his own, was accidentally slain by a
machine gun bullet fired by another guard at said penitentiary during an

attempted prison break by eight convicts on June sixteenth, nineteen
hundred and thirty-six ; and
Whereas, the said Powhatan D. Bass left surviving him as his widow,
Fannie Bass, who was dependent upon him for support, and whose age
and health do not permit her to be self-supporting at this time ; and
Whereas, the amount authorized by law to be paid her under the
Workmen’s Compensation Act was not sufficient even to reimburse her
for actual expenses incident to the death of her husband, nor adequate
for her maintenance, and even this allowance will in a short time be
terminated and she will then be a subject for charity ; and
Whereas, since her husband was killed in line of duty by the acci-
dental act of another guard, it is deemed just and proper that the Com-
monwealth aid the widow of this faithful State employee, it being to the
interest of the Commonwealth that she have the necessities of life ;
Therefore be it enacted by the General Assembly of Virginia as fol-
lows: the sum of seven hundred and fifty dollars is appropriated out of
any funds in the State treasury not otherwise appropriated, for the relief
of Fannie Bass in full settlement of all claims against the State, and the
Comptroller is authorized and directed to issue his warrant on the State
Treasurer, in favor of Fannie Bass, in the said amount of seven hundred
and fifty dollars, and upon the issuance of the warrant the State Treasurer
shall pay the said amount to the said Fannie Bass.
